This is a remote position.The Senior Systems Analyst will support the Texas Comptroller of Public Accounts on the Centralized Accounting and Payroll/Personnel System (CAPPS) Program. This role is part of CPA's Fiscal Management Statewide Fiscal Systems team and provides advanced functional and consultative support across the CAPPS HR/Payroll tower, including HR/Payroll, Financials, STARR, and ancillary systems. The Senior Systems Analyst serves as a primary point of contact for CAPPS agencies, supporting functional design, system configuration, and compliance activities such as FMLA administration and WCAG 2.1 accessibility standards. The role also oversees batch job monitoring, Fiscal Year-End coordination, and the CAPPS Annual Disaster Recovery exercise. The Senior Systems Analyst works under minimal supervision, applying independent judgment to support a statewide network of more than 100 Texas state agencies and approximately 80,000 employees on the CAPPS Central platform.Responsibilities:- Provide advanced consultative and functional support for the CAPPS HR/Payroll tower, including Workforce Administration, Payroll Interface, Commitment Accounting, Time and Labor, TAM/CG, and HR security setup, including row-level security.- Ensure CAPPS compliance with the Family Medical Leave Act (FMLA) by defining leave plans, customizing leave types, and supporting compliance reporting and auditing.- Serve as the functional point of contact for CAPPS agencies, creating and reviewing Functional Design Documents (FDDs) and performing functional configuration changes.- Configure system tables, business units, Set IDs, and table structures, and build workflow configurations using the Approval Workflow Engine (AWE).- Create queries and reports using PS/Query, SAP Business Objects, SQR, and BI Publisher, applying technical knowledge of Application Designer, Integration Broker, and SQL.- Monitor batch job schedules and execution, detect and respond to failures, validate output, manage dependencies, and document performance tuning activities.- Coordinate Fiscal Year-End activities, including reconciliations, system configurations, mass salary loads, and Benefit Enrollment Web Services integration with ERS.- Coordinate the CAPPS Annual Disaster Recovery exercise with the Managed Services vendor, including test scope definition, backup validation, and documentation of results.- Provide Level 2 Service Desk support for complex ticket handling, advanced troubleshooting, and documentation in coordination with the Tier 3 Managed Services vendor.- Participate in Major Incident Management (MIM) for Priority 1 and Priority 2 incidents, perform upgrade testing, ensure WCAG 2.1 accessibility compliance, and apply ITIL principles to IT service and asset management activities. RequirementsMinimum Qualifications:- 15 years of extensive knowledge and understanding of State of Texas applicable policies.- 15 years of extensive knowledge of federal labor laws.- 15 years of extensive technical skillsets with App Designer, Integration Broker, SQR/SQL, BI Publisher, and SAP Business Objects.- 12 years of extensive knowledge and experience performing system configuration changes.- 12 years of extensive knowledge supporting and providing oversight of batch jobs, such as Run My Jobs (RMJ).- 12 years of extensive knowledge of security best practices, NIST standards, and multi-tenancy applicability for a statewide ERP instance.- 10 years of extensive Texas public sector experience, directly working for or supporting a large network of 30 or more Texas state government agencies.- 10 years of extensive experience creating and managing a strategic roadmap combining planning skills, functional insight, and cross-functional communication.- 10 years of extensive experience supporting the CAPPS HR/PY tower in PeopleSoft HCM version 9.2.- 10 years of extensive familiarity with support tools such as PUM, Fluid, and Elastic Search.- 10 years of experience performing functional project management activities in support of CPA's CAPPS program.- 10 years of experience planning and coordinating the Fiscal Year Process at a statewide level.- 10 years of experience providing Tier 2 Service Desk support for a large network of 30 or more agencies with a Managed Services vendor providing Tier 3.- 10 years of experience supporting Priority 1 and Priority 2 incidents in coordination with the Major Incident Management (MIM) process.- 10 years of experience participating in Disaster Recovery exercises.- 10 years of experience preparing and presenting executive-level presentations.- 10 years of experience gathering and presenting applicable data in support of audits and open records requests.- 10 years of experience interpreting contractual language and integrating it into daily workflows while holding vendors accountable to contractual requirements.- 8 years of CPA experience performing SQL actions needed to keep CAPPS and SPRS systems in sync.- 8 years of subject matter expertise configuring and coding to remain compliant with the Family Medical Leave Act (FMLA).- 8 years of experience preparing WCAG 2.1-compliant materials for distribution.- 3 years of knowledge of Information Technology Infrastructure Library (ITIL) principles and practices for IT service management (ITSM) and IT asset management (ITAM).Preferred Qualifications:- 10 years of experience with and knowledge of production support activities for CPA's legacy Statewide Financial Systems.Additional Requirements:- Candidate is required to appear in person at CPA's designated location upon commencement of services to obtain CPA equipment, regardless of primary work location.- Criminal background check required- Experience gathering business requirements for large projects.- Ability to work independently in a diverse team environment with on-site and remote team members.- Strong written, verbal, and interpersonal communication skills.- Knowledge of project management methodologies.- Knowledge of the technical and functional attributes of Oracle PeopleSoft.- Strong problem-solving and multitasking skills, with readiness to put in extra effort when necessary.- Experience with Agile and other SDLC methodologies.- Experience with ITIL methodologies.- Experience with or knowledge of information security frameworks, such as NIST.Work Location and Schedule:Location: Texas Comptroller of Public Accounts, LBJ State Office Building, 111 E. 17th Street, Austin, Texas 78711.Schedule: Monday through Friday, 8:00 AM to 5:00 PM CT, excluding State holidays.Work Arrangement: Telework; remote working location must be within the continental United States at all times. On-site attendance at CPA's location may be required on an infrequent, ad-hoc basis, or, at CPA's sole discretion, on a permanent basis requiring a minimum of 24 hours per week on-site.
